Description: Vladimir Putin's address in Lappeenranta, May 27th, 2010 In our opinion, the Summit Partnership being prepared is an initiative which means technology exchange bearing in mind green energy economics and innovation collaboration. It means the removal of barriers to young technology exchange. It means that standards on technology products approach each other, certificates are recognized, and test laboratories receive accreditation. The issue also deals more extensively with different certificates. This is a field with many different tasks. Much needed to be done in the area of telecommunications in order to allow even one train to run between our two countries. Innovations have been necessary in every field. Today, we are emerging from a global economic crisis. Increasing the competitiveness of national economies is important. Investing in innovations is a strategic policy choice for Russia. At the same time, we realistically assess our shortcomings, which are many. Our intention is to systematically eliminate these shortcomings. Because of the demand for innovations, the fragmentation of the innovation climate must be overcome. In other words, rigid bureaucratic structures must be dismantled. An example of this is the invitation of foreign experts to work in our country, in our companies and universities. We have reformed our legislation on intellectual property. We aim for and will allow the commercialization of research in our country. Universities have received the
