  • Description: Formore information on The Carter Center, please visit www.cartercenter.org In Liberia, a team of mobile monitors travels by motorbike from village to village to help ensure that those in very rural areas know their legal rights and have access to justice. Each monitor spends about 21 days per month in the field, conducting civic education on the rule of law and providing legal advice, mediation services, guidance about how citizens can use the formal justice sector, and advocating on behalf of individuals and communities wronged. The Carter Center partners locally with the Catholic Justice and Peace Commission (JPC) on this project, which in addition to the mobile monitors also includes community legal advisers in the largest towns in each county of operation. The mobile team helps ensure that people in more rural areas also are reached. Community legal advisers receive ongoing training and monitoring and guide people through the different formal, informal, and traditional means available for settling disputes. They work closely with lawyers on staff and are trained in labor, family, and basic criminal law, legal procedures, and mediation and advocacy skills. Since January 2008, mobile and stationary community legal advisers have opened more than 1700 cases and closed 1043.
