Abstract: Abstract Through its service and research functions the Environmental Center of the University of Hawaii makes available to agencies with environmental management responsibilities, particularly at the state level, the pertinent competence of the faculty and staff of the multi-campus University, thus effectively serving as a complement to competence of the agency staffs. It is proposed that the Center may serve as a model for a mechanism for complementing the competence of the staff of federal agencies with environmental management responsibilities, including responsibilities for managing the ocean environment.
