    • Abstract:  Abstract A new airport is currently being constructed to serve the territory of Hong Kong. It is situated at Chek Lap Kok off the north coast of Lantau Island which is itself off the west coast of the Kowloon peninsula and to the north west of Hong Kong Island. In addition to construction of the airport, there are a number of major infrastructure projects in progress which are necessary to provide ground transportation links between this hitherto fairly isolated area and the urban centres of Hong Kong Island, the Kowloon peninsula and the rapidly developing urban areas of the New Territories. This paper describes the traffic control, surveillance and communication systems which are to be installed within a Control Area on one of these ground transportation links, an Expressway formed by part of Route 3 and the Lantau Fixed Crossing
