Abstract: Abstract Nations throughout the world are beginning to realize the extraordinary potential of a new generation of wireless telephone services encompassed within the concept of personal communications services (PCS). The wireless bandwagon prompted the telecommunication research organizations and manufacturers, even the governments in the world, to pay the close attention to the revolution of the telecommunication industry, and to participate in it. Under the existing concept about PCS, the article introduces the architecture of the global personal communications networks (GPCN). It describes the three ways towards PCS and the managing and operating modes in the GPCN. There have been extensive debate on the regulatory policies, technological standards and marketing challenges of PCS. Fortunately, the United States and Europe compromised over the PCS spectrum allocation and the issue of PCS's standards
